[cloud-marketplace-proposal] Starting the write of proposal

Hi everyone,

   We need to start with the writing of the proposal.

   When we kicked off the proposal writing, it was well understood that 
Engineering and Atos would not be able to devote so much time in the 
writing, even though Engineering was happy to take the role of 
coordinator.   The FIWARE Foundation (FF), despite we will end up not 
having a significant share in the budget, was willing to invest 
resources in writing tasks because we understood this proposal was quite 
strategic and relevant for our membership.   We also made a deal with 
European Dynamics (ED) as to agree they could join us but then 
committing resources to the actual writing together with us.

   Yesterday Ali and me had a meeting and have come to an agreement how 
the assignment of sections to be written could be distributed between ED 
and us.

   I have generated this spreadsheet

that summarizes the different sections to be written and a proposal 
about who can take the role of generating a first draft:

  * We propose that FF takes care of sections 1.1 and 3.1, also chapters
    5 and 6
  * We propose that ED takes care of rest of sections in chapter 1 and 3
  * We propose that ENG takes care of chapter 2 since they will end
    being coordinators and it is good that you bring your best practices
    regarding project coordination.  ATOS may carry out a peer review. 
    You may have already quite reusable material from so many proposals
    for this chapter so I hope this won't mean a big burden, but let us
    know otherwise.
  * All should contribute to the Management of Critical Risks

    (that is why I have created a separate file for such table).
  * All should contribute to the section about relevant projects in
    chapter 6.

   Of course this is just a proposal.  Anyone who wish to get actually 
involved in actual writing of some of the sections in chapter 1 or 3 is 
more than welcome.   Of course everyone will have the opportunity to 
review contents and comment or suggest changes.  We will end creating a 
proposal everyone should agree with.  But we believe that the less 
number of writers for producing a first draft the better.  I'm involved 
in other project proposals where the proposal is being generated out of 
the contribution from 10+ people and that is a mess, leading to lot of 
inconsistencies and slow progress.  We cannot follow the same approach.

   Tomorrow I will come with a detailed proposal regarding writing of WP 
descriptions.

   In the meantime, please put focus in recruiting members for our 
consortium.  At this very moment, the highest risk for us is to reach an 
enough large consortium.
