MAINTAINING MOMENTUM for CAPACITY-BUILDING

*Capacity-building Momentum for Recovering Better is on the way!*

The COVID-19 crisis has not diminished the need for climate-related
capacity-building efforts; quite the contrary, it has brought to light its
significance more than ever before. Higher capacities of various state and
non-state actors can lead to better informed decisions, impactful skills,
and fit-for-purpose tools for greater climate action.

In an effort to boost knowledge exchange and experience sharing among
capacity-building actors, the Paris Committee on Capacity-building (PCCB)
is planning a series of virtual events, every Wednesday in November to help
maintain momentum on capacity-building for climate action:

04 November | Capacity-building for enhancing resilience at the local level
11 November | Capacity-building in the virtual space; challenges and
opportunities
18 November | A capacity-building perspective on enhanced NDCs
25 November | Keeping Momentum on Capacity-building; PCCB work in 2020

All members of the PCCB Network are invited to join these events, share
their knowledge and experience, and participate in engaging discussions on
climate-related capacity-building issues.

Please note that the last event in this series is a part of the official
agenda of the Climate Dialogues, where the PCCB will provide an overview of
its activities in 2020 and initiate discussions on the way forward. If you
would like to share your inputs and suggestions on the work of the PCCB and
PCCB Network in 2021, we encourage you to join this event.

In the registration form below, you will be able to register for event(s)
of your choice, and provide relevant examples from your work that you would
like to share with other participants in the event(s). Inputs that are not
within the scope of discussions or are submitted very close to the events

The UNFCCC Climate Change Dialogues, November/December 2020 will be
conducted as a series of online events under the guidance of the Chair of
the Subsidiary Body for Scientific and Technological Advice (SBSTA), and
the Chair of the Subsidiary Body for Implementation (SBI). These dialogues
will offer new opportunities for Parties, observer States, and other
stakeholders to showcase progress and achievements on climate action in

The PCCB Network has launched a project entitled Capacity-building Stories,
which aims to collect and showcase examples of capacity-building efforts to
tackle climate change. The stories are selected based on the submissions by
network members to the PCCB Network Newsletter editorial team.
Every month from August to December 2020, the series will highlight ongoing
efforts of PCCB Network members, hoping to turn this wealth of knowledge,
experience, and inspiration into learning opportunities for a wider circle
of capacity-building actors, and ultimately, into more impactful climate
action.

Held on October 1st, the webinar: 'Capacity-building for Recovering Better
Together; Supporting NDC Implementation and Enhancement' looked deeper into
capacity-building related experiences, approaches and lessons learned by
members of the PCCB Network, particularly in the context of the
implementation of NDCs and the process for revising and updating them in
2020. This event initiated a series of discussions which will be continued
through Capacity-building Momentum for Recovering Better in November 2020,

*PCCB Network survey is forthcoming; reflecting on activities in 2020 and
planning for 2021*
In addition to the discussions on November 25th under the umbrella of the
Climate Dialogues, members of the PCCB Network will be invited to -via an
online survey- share their evaluation of the network activities in 2020, as
well as suggestions for the way forward. Interested members of the network
will be able to use the survey for submitting proposals for activities of
the PCCB Network in 2021.

*Global Database of National GHG Inventory (GHGI) Capacity in Developing
Countries*

GHGI Capacity represents the evolving capacity of developing countries to
prepare national GHGIs under the United Nations Framework Convention on
Climate Change(UNFCCC). It is calculated by the sum of three weighted
dimensions of nine indicators, and can provide useful inputs to understand
where and in which dimensions additional improvements may be needed.
Moreover, it provides insights on the type of capacity-building efforts in
a country that may be more effective to realize the UNFCCC reporting
requirements, including under the Paris Agreement’s Enhanced Transparency
Framework (ETF).

Under the umbrella of the European Capacity Building Initiative (ecbi), LRI
together with other partners have published a new guide to the Paris
Agreement. Intended for use by UNFCCC negotiators and practitioners at
domestic level alike, it provides explanations of the Paris Agreement and
its implementing guidelines or ‘Rulebook’ in easily accessible language. It
also touches on implications for domestic law and policy in developing
countries.

*Guide to the Paris Agreement*

UNEP DTU Partnership and the European Capacity Building Initiative (ecbi)
recently produced a pocket guide to nationally determined contributions
(NDCs). The Guide explains the provisions of the Paris Agreement adopted in
2015, and of the Katowice rulebook adopted in 2018. The guide was launch
during a virtual event on 6 October 2020 that touched upon experiences in
updating and the revision of NDCs.

*Sustainable Scotland Network Strategy: a capacity-building approach*

Edinburgh Centre for Carbon Innovation (ECCI) published its 2020-2024
strategy for Sustainable Scotland Network. With a great focus on
capacity-building activities, this network will support Scotland’s public
sector to achieve its climate change targets, while securing a green
recovery from COVID-19 and demonstrating leadership in the just transition
towards net zero emissions and sustainability. The strategy outlines
activities such as ongoing information exchange, peer support, and sharing
of ideas and best practice between public sector bodies.
