It is calculated by the sum of three weighted dimensions of nine indicators, and can provide useful inputs to understand where and in which dimensions additional improvements may be needed. Moreover, it provides insights on the type of capacity-building efforts in a country that may be more effective to realize the UNFCCC reporting requirements, including under the Paris Agreement’s Enhanced Transparency Framework (ETF).
