[FI-NEXT] final payment!

dear all,

as the ec released the 5% guarantee fund, the final payment is now ready
for being issued.

since there some partners who didn't cover the full contribution, there is
some remaining money to be distributed, actually a total of 21.189,47 eur.

on the other side there are some partners with higher accepted costs; this
a total of 108.820,35.

My approach, the same as in all the other projects where we are
participating (actually the same as it has always been in my past
experiences), is to distribute the remaining amount considering the
percentage of overspending per partner w.r.t the total overspending and
then apply it to the money to be distributed.

Hopefully we will be able to do all such transfer by tomorrow.
