[Fiware-administrative] FI-WARE: Amendment 8 - v2.3

Thanks Javier.

On behalf of Ogilvy, please duly communicate to us when the NEF session and
the DoW is accepted by the EC in order to start executing the extra budget
assigned to OG1. There is a number of actions projected and all of them
need to be ordered and invoiced within this month.
