   A brief message to announce that we finally managed to submit the 
proposal.

   Please find attached the file linked to sections 1-3 and sections 4-5.

   I would like to thank all of you who have contributed to the proposal 
writing.   Without this collective effort, it hadn't been possible.

   Now let's see how it goes.
