[Fiware-boost-rural] Re introduction of budget on spreadsheet

Dear colleagues

Due to the fact that some parts of the spreadsheet were not protected
and not expanded due time, some of the contributions step over others,
broke some formulas, etc 

 I am asking you to review to budget in this NEW SPREADSHEET.  

There are some figures in it for those we are 'sure' to attribute to a
partner. 

so please proceed to "Efforts and figures" tab in this spreadsheet,
which is already protected and therefore you  will only be able to
write on the zones you should do it, and check if your data are
properly set. I know that some of them are missing because we do not
have clear the attribution and in order to not include errors.
