[Fiware-boost-rural] Stop contributing to the Budget. Thanks

Dear partners, we are reviewing the budget trying to create a stable
and consistent version. 

Our aim is to  keep the  contribution volume according to what has been
defined previously.  

However the allocation in the different WP will be managed by us till
is presented to you.

So we would appreciate if you stop making changes till we finish.

What you can do is to send me mails with your concerns/issues and we
will try to manage them.
