[Fiware-boost-rural] WP4 (LSPs implementation) description

Hi,

   One of the actions of our last call was to come with analysis of pros 
and cons regarding the different alternatives we can take regarding 
description of WP4 - Large Scale Piltos implementation.

   I have tried to summarized the alternatives I see in the following 
section

of the document describing the current proposal on WPs/tasks structure.

   After the analysis, I have come to the conclusion that the best 
approach would be to structure tasks in connection to phases within each 
LSP so the tasks for the WP would be:

 1. Coordination and monitoring of LSPs
 2. Implementation of Digital Rural Services
 3. Deployment and roll-out of LSPs
 4. Operation of LSPs

   Anyways, other views are welcome so please provide feedback to the 
analysis within the document (in the form of comments and suggested 
edits to the existing analysis) and cast your preference in the 
subsection
