[Fiware-boost-rural] Smart rural not granted by the EU commission

Dear Alberto, dear all,

it has been a great preparation effort, it would be useful if the 
project idea would be further developed in other future calls.

The ESR is mostly positive, especially regarding FIWARE, the coordinator 
and the partners' complementary, despite the fact that the score did not 
mirror it correspondingly, being such a complex evaluation grid.
