Regarding your first request:

I suggest you to give a try to Budapest region. I’ve just created an instance and associated successfully a floating IP to it.
Probably you may need to follow this http://stackoverflow.com/questions/27543127/deploy-vm-in-fiware-lab-nodes-with-neutron to setup you network

About the second e-mail:
Unfortunately there is no way to have direct support as you request since as you may know FIWARE Lab is not a commercial product and in addition it is just free of charge. There are many tutorial from different channels online, here are few pointer:
- The FIWARE Academy e-learning portal: http://edu.fiware.org
- Video tutorials: http://help.lab.fi-ware.org
- Questions/Answers http://stackoverflow.com/questions/tagged/fiware

My reply to your first question will probably solve the problem of the second one, in any case you can contact us by sending an e-mail to fiware-lab-help at lists.fi-ware.org for any problem you may have with the portal. For specific issues/requests you may have, I suggest you to contact directly your specific coaching ML as you did before.
