I know that it comes from a decision couple of years ago -- I am 
suggesting to revisit this. It seems to be a good timing to do it.

This structure comes from a resolution taken by the management committee 
two years ago. 
 
Well, my understanding is:
·         Goal : what you intend to reach concisely
·         Description: you elaborate on how the goal is implemented.
·         Rationale : how you justify its existence
 
Completion criteria is interesting. 
Why don?t you propose it for review to the management committee?

I suggest simplifying this, and having just one single field. I always 
struggle to figure out the fundamental difference between the three.. 
If we want more than one field, I would recommend adding a 'completion 
criteria' - specification of the expected end result/outcome, how would 
one verify that the item is actually complete.
