[Fiware-chapter-leaders] Absentees in coordination meetings

Dear all,

Being a chapter leader or a working group leader is a full time job. WPL/WGL must be available for the coordination call and not being present should be an exception. From now on and 15 min after the scheduled start of the call, we will cancel it if:

  *   50% of the leaders are not present (stream 1,2,3) - this means at least 7 chapters represented out of 12   (WP11 does not count)
     *   6 means a cancellation
  *   Or if having <50% of the leaders, however we have less than 5 of the 7 chapter leaders in stream 1
     *   just 4 chapter leaders in the range WP12-WP18 means a cancellation

Repeatedly failing to attend will imply the proposal for a change in the coordination of the chapter (with accompanying resources).
