We need to coalesce around a version of OpenStack for this year, so that other groups, e.g. FIDEPLOY (see below) can prepare suitable support. He was interested to start with a new development based on Fuel 6.x. In this moment, there are two development branches in Fuel: the first one is based on Juno and second one on Kilo. So, I think that we should be agreed on a reference release of OpenStack. Just another question. Do you have any experience about Ironic? Most probably could be interesting use it in the project.
