[Fiware-cloud] adding openstack projects

explaining the process of adding an openstack project, following the new 
governance model ('Big Tent'):

Notice that not all the aspects are mandatory (e.g., you don't have to 
fully participate the continuous integration cycle, etc). Let me know if
