[Fiware-cloud] deploying global instance of Docker GE

Team,

As you might know, IBM team is working on an implementation of a 
multi-tenant (and clustered) version of Docker GE, which will be ready 
soon for deployment in FIWARE Lab as a 'global' instance (managed by us). 
With this GEi, users would not need separate VMs (with separate IPs) to 
deploy FIWARE GEs, and we will be able to achieve much higher density and 
flexibility. Ideally, users might not need their own VMs at all, while 
still being able to provision GEs on FIWARE Lab (maybe this could be a 
separate type of user account).

I briefly discussed this with Juanjo, and he supports accelerating the 
deployment of this in FIWARE Lab, starting with the Spanish node. 

In order to achieve maximal flexibility in terms of resources allocated 
for Docker versus 'regular' VMs, we will deploy Docker in VMs, managed by 
regular OpenStack. I suggest starting with something like 10 VMs (exact 
configuration to be discussed). What we need is a dedicated FIWARE Lab 
account that would own the Docker VMs (obviously, regular account would 
not have enough quota), so that we can start the integration & testing 
(probably starting with fewer VMs, and growing to 10 towards making it 
public). It seems that having one floating IP per VM would be sufficient, 
and users will receive different port numbers to access their GEs (we are 
still verifying the exact network topology we need).

Let's have a brief discussion on this (via email, and/or in the upcoming 
weekly call), and go ahead with setting up the account (maybe even in 
parallel). Any thoughts/comments are welcome.
