The Commission launched a new scheme to support SMEs.
Perhaps you want to post this opportunity on the FI-PPP/FI-WARE website?
Nothing should stop SMEs from submitting proposals using FI-WARE technology and call them disruptive.

New opportunities for high-tech SMEs under Horizon 2020: Call for Open Disruptive Innovation
The new Horizon2020<http://ec.europa.eu/programmes/horizon2020/> scheme 'Open Distributive Innovation' calls for innovative SMEs which are ready to commercialise a product or services which can be seen as disruptive in terms the market, stakeholders or other competitive products and services.
Submit a short proposal (Call text<http://ec.europa.eu/research/participants/portal/desktop/en/opportunities/h2020/topics/2538-ict-37-2014-1.html>) by 18 June 2014 and if selected you will be supported with a grant of Euro 50.000 to prove the concept. In a next step you may submit a project for actual development, prototyping, testing or piloting with can be supported with grants from Euro 500.000 to 2.500.000!
