[Fiware-community-building] Draft text of the FI-WARE 3rd Open Call

Hi all,

   Considering all the inputs received so far, I have developed the
attached document with a draft text for the FI-WARE 3rd Open Call.

   Your comments are welcome.

   Please take into account that we would like to publish this by end of
this week so please react quickly.    Note also that we would be
announcing that what would be published by then would be an initial text
but the final text would be closed on January 15th, 2013.   Of course,
would be a matter of adding details by then.
