I have created instances but I am unable to connect to them.

Currently I have two instances in Waterford, and to one of them I have
successfully allocated a floating IP. However I cannot log into either of
them using ssh or the VM display

ssh and ping both timeout when pointed at the public IP.

Then I re-create network and vrouter but when set gateway I got this error:

Error allocating IP address. Cause: 500 Error {"computeFault": {"message":
"The server has either erred or is incapable of performing the requested
operation.", "code": 500}}

Then I was able to assign a Floating IP to an instance. However when I try
to connect (even via VM display) I get an error.

Currently when I try to add an interface to the vrouter I get an error 403
that I don't have admin privileges.

Failed to add interface to router . Cause: 403 Error {"QuantumError": "User
does not have admin privileges: Cannot create resource for another tenant"}
