Unable to allocate Floating IP

Hello,

I am currently using the Budapest Hub.
I'm following instructions from the "FIWARE Lab network provisioning guide"
in order to create a Public IP address for one of our machines.

On the security pane, when i press "Allocate Floating IP" I get a dialogue
window that confirms that 1 Floating IP is available under "project qutas".
But when I try to allocate the IP I get an error 500 with the following
message.

{"computeFault": {"message": "The server has either erred or is incapable
of performing the requested operation.", "code": 500}}

I'm not sure if it's a system issue or i'm doing something wrong.
