[Fiware-data] Open specs for Rel.4

Dear all,


As part of the 4th Release of the FIWARE Open specs, the “Summary of the Open Specs” wiki page needs to be edited in order to reflect the updates on the GE open specs as of Rel.4.

Below you can find the instructions for the editing in the wiki that each of the GE owners has to perform (deadline September 4th):
