[Fiware-dev-bounty-programme] Get the bounty programme on the road

Dear Collegues,

I did some notes in the bounty programme document. To me the programme
setup is clear enough to go for the start up in 1st. Oct.

All what we need is:

- A commitee of people who select the bounties and developers
- The reviewers
- A website for the call to action
- Bounty tasks

It will be great if you have a look on the doc and add your notes and
bounties tasks to the wishlist.

Afterwards we sould assign the tasks for further actions.
