[Fiware-dev-bounty-programme] Update Bounty Program

Juanjo,

as Nuno is ready to operate, can you forecast when the budget is ready
to spent on the bounty program? It really a pitty of engagement is going
to the land of nod because of administration and operational delays!

It seems like a couple of weeks past without keeping action on the bounties.

Please provide a feedback and how we can support.
