[Fiware-dev-bounty-programme] Update Bounty Program

Hi Juanjo,

thank you for the email.
I agree with content, I am just worried about the timing proposed.
We (ihubs) are now designing the programme. We expect to bring this to
discussion by next week ihubs meeting. Depending on the outputs and
decisions the Bounty programme actions timeline will be defined.
