Dear Gernot, regarding the place where to create the course. I've created now a hidden category "FIWARE Developers" that you can use to create your course. Once done, as requested by Stefano, we ask one or two persons to check the compliance with the official guidelines, if you target Application developers and nor (new) GEi developers I suppose it will go very smoothly. Once published the new category and your course, I'll move into that category also the training on Tools. Please, confirm that you see the hidden category.
