Many Teso Youth and Communities in general have lagged behind and not reaped the benefits of the technological Computer revolution. There is a great unmet need for shorter vocational training programmes that job seekers can take on their own time and at their own pace and at relatively low cost. In addition there is also need for a wide range of vocational courses for those who are already employed but seek to broaden or upgrade their skills to keep pace with changing needs and to further their career opportunities through computer Technology.
The Teso Sub-Region currently is one among the regions in Uganda that has high Poverty Levels with Low incomes in households; worse still is that Teso Sub Region has Limited access to computer technology and communication: A survey conducted by CTC showed that only 19% of residents in Teso sub-region have computers in their homes vs. 50% in the Central and western sub-regions of Uganda.

Given the nature of the above problems youth in teso sub-region are disillusioned and frustrated by the overwhelming problems, especially poverty due to the devastating effects of the post political and civil conflicts that have exerted a negative impact on their lives in terms of skills needed of them for self-employment and for running of public and private enterprises.
At this time therefore, there is urgent need to enhance the capacity of the youth to participate in the process of nation building and inclusive economic growth through a sound and practical training system that responds to the outstanding development imperatives, market and stimulates increased Job creation that having a future full of Job seekers.Assessing and responding to the needs of the youth is one of the central and core objective of this Proposal and the justification for seeking for funding .
Therefore in theory and practice the rationale for seeking funding from FI-WARE is to build skills among the youth that are marketable and can generate income for unemployed youth, restoring hope for young people especially school dropouts, reducing their vulnerability to poverty, disease and sexual exploitation, this project will also stimulate millennium development goals (MDG’s) which focus on increasing opportunities for self-employment through Non- formal skills Development and Vocational Training.
So we are seeking for funding support of 20,000 USD to support our computer education programs for young people. The Citizen Technology Centre seeks to undertake an innovative program that bridges the technological gap in order to bring technology to low-income youth, children and teenagers.
