Dear Anasthasios,
To be sincere, I have not idea why you cannot download the plugin. When I access the following that link:
https://forge.fi-ware.eu/plugins/mediawiki/wiki/fiware/index.php/Tools.FIA_Project_Management
Clicking on binaries, I get access to: https://forge.fi-ware.eu/frs/?group_id=15
where I have not problems to download the plugin, for instance accessing the link:
https://forge.fi-ware.eu/frs/download.php/447/eu.fiware.ficode.fia_0.2.0.201306111119.jar
I have tried successfully even not being logged.
I am not the FIWARE forge maintainer, but I am suprise you can not get the plugin, but I am without being logged.
Please, contact the FIWARE administrator, in case he may know the reason.
Otherwise, I can sent you the plugin files by email.

     now it should be fixed ... it was a link pointing the private
version of that page.
