It is good that you are familiar with us, it will save a little bit of putting you in context.

Of course, the Open Specs are open and free to use, this is indisputable.

But your question refers to the concrete implementations that we provide. I would suggest using the catalogue as the main reference.  We have been making a radical update of our offering. FIWARE has decided to clean up the catalogue and leave out those who will not be part of future releases or those who are not freely available for everyone with a reasonably "open" license (with very, very few exceptions). The ones who remain will be evolved over time in future releases and will also be open and free to use(as I said, maybe with a couple of exceptions).  This process is finished now.

Each catalogue entry has a section called "Terms and conditions" with the specific information you are looking for. For instance:

I guess that you are looking for the "External Availability"(Terms & Conditions that apply to anyone, not just PPP members). See that the place to download the software is generally part of the info.

The good news is that we are incorporating new GEs shortly. Those under Advanced Middleware & Web user interfaces in the wiki will be freely available soon on FI-Lab and the catalogue. I refer to these:

Please keep the list in CC in there are more  interactions, I am taking a 2 week leave right now and the list has more people from the team who could eventually cater for further doubts.
