[Fiware-fi-city] Initial draft of FI-City proposal

Hi all,

   A bit late but I have finally produced an initial draft of the proposal.

   Please find it attached.

   There is a lot of material that can be reused for chapter B.1.2
(Implementation) of the proposal so I'm not particularly worried about
that part.

   I will call now Stefano to elaborate on the proposal.

   Carlo: if you are available, please show up on Skype (Stefano and me
will be there)
