[FIWARE-Foundation-Legal-TaskForce] bod decisions about the bylaws

dear all,

a bit late, but here it is!
please find attached the compund bylaws text for tomorrow meeting in two
versions: one with all the revisions and comments, and one clean but still
keeping all the comments.

of course i suggest to work since now on just on the clean version, while
the other one is just for your records.
