[FIWARE-Foundation-Legal-TaskForce] minutes and bylaws as per today meeting

dear celine,

the call on next friday, as we agreed last meeting, is dedicated to the
"association code". i'd like to remember you all the extensive email

if for whatever reasons you all, or the majority, thinks it is not viable
at the moemnt to have the meeting i'll cancel it.
please let me know by today eob.
