The objectives and rules of the accelerator projects (they issue the calls and provide the funding) are linked from :

Both pages are linked from the main menu of http://www.fi-ware.org under "FIWARE Accelerate". It is ultimately up to you to go to the calls of the accelerators and read the rules and eligibility criteria.

Trying to give a rough answer, FIWARE provides Generic enablers. They are general purpose artefacts that expose REST APIS to the outside world. You can see what GEs we offer (http://catalogue.fi-ware.org/enablers) and see if you can make use of them from your applications.

The question to answer is, can your apps lean on our GEs to avail of the functionality we provide? (big data capability, publication of/subscription to events, etc.)
