[Fiware-general-help] Fwd: impossible to create a VM in Berlin (or wherever)

I am trying to create a VM in Berlin since i have read that there are not
resources in spain.
my process:
security- Create keypair
network- create a network
instances - new instance- Ubuntu12.04-server-x86_64

in
small size
use the created keypairs and the created network
and i get ERROR status
