Regarding the first question -- yes, Israeli startups/SMEs are eligible. 
There are couple of organizations in Israel supporting EU submissions in 
general, and FIWARE open calls in particular. What kind of support did you 
have in mind?

2 questions:
1. Are Israelis eligible to apply? Is there an Israeli agency supporting 
this?
2. Is there a 'save' option? I only see a 'submit final' option, and next 
to it, a 'saved' button, which does not allow me to press on it.
