Dear User,

"yum" is not for Ubuntu, it is for CentOS (RedHat derivatives). Context broker is prepared to be installed in CentOS 6 Operating Systems. 

You can try to instanciate a new CentOS 6 Virtual machine and install the Context Broker according to http://fiware-orion.readthedocs.io/en/1.0.0/admin/install/
 
If you still want to have the Ubuntu OS, I would suggest you to use the prebuild dockers for Context Broker.
