Title: Subject: Title: Subject: Title: Subject: Title: Subject: Title: Subject: Finally disclosed the 5 Horizon Europe Missions Source: www.sciencebusiness.net Key points: - Partial agreement has been reached by European Parliament and EU council on Horizon Europe on March 20th. - Agreement mainly deals with the cultural sector, creative industries, industry partenship, research missions and changes among European Innovation Council including its decisional power in the programme. - Much of the programme is confirmed but the budget and involvement of non EU countries are not yet determined. - The budget should be decided end of 2019 at the earliest, but vote for the approval of the agreement, if accepted, should allow the preparations in time of Horizon Europe. If not, preparations won’t start before at least two months. - 5 missions areas and 8 partnerships areas has been also agreed. Title: Subject: Key points •The shadow programme committee, constituted of 31 experts, started to work on Horizon Europe plannification and drafts. • The plan will mainly be dealing with the details of the 5 main missions, partnership and compatibility of Horizon Europe with other EU programmes. • Eu national governments will first receive the Comission’s preliminary draft and should overall agree with the different propositions. • Commission proposed a €94.1B budget whereas the European parliament wants to reach €120B. The agreement should take place before the end of 2019, largely influenced by differences of opinions between member states and Brexit situation. • By the end of 2020, member states have to approved EU budget, Horizon Europe legislation and strategic plan. Agenda Mid-June 2019 A first public draft of plan should be published. Industry, Academia and others will be invited to review the way budget will be spent. September 2019 A second document will be presented during a conference in Brussels (24-26/09/2019) October 2019 A third and final draft will be published. November An official draft of the programme committee should be adopted.
