Three countries joined Horizon Europe as Associated countries so far: Norway, Iceland and Israel. Their organisations will have full access to the R&I programme.

Participation of the UK to Horizon Europe may be delayed due to tensions over the Northern Ireland Protocol.

The Commission is still looking for an "overall agreement" before signing with Switzerland. However, a first step was made when Switzerland agreed to pay overdue contributions.
