Dear Mr Andrea Battaglia,
The European Commission has launched an external study on the interoperability of data processing services to support the implementation of provisions on this subject in the Data Act. We (WIK-Consult GmbH) will be conducting the study along with DECISION SARL and Schuman Associates and will be seeking input from stakeholders at various stages in the process. This will include interviews with selected stakeholders, an online survey and a stakeholder workshop. We attach a letter from the Commission with more details about the project, and a request for your support. We are contacting you now to ask if you could:

  * Forward this email to people in your organisation including technical experts (and/or where relevant to your members) to inform them about the study,

  * Respond to the online survey in December and distribute the online survey in November - December 2024 via emails, a link on your website and/or in your newsletter. The study team will send you the necessary information as soon as possible.
  * Indicate your interest in attending and distribute the invitation to the Online Stakeholder Workshop (to be scheduled in March 2025). The study team will contact you early in the new year.

The Data Act seeks to address barriers to cloud switching and support interoperability. In this context, the Data Act envisages the establishment of a repository for the publication of harmonised standards and open interoperability specifications (following procedures described in Article 35). Article 30 of the Data Act further requires that providers of Platform as a Service and Software as a Service must ensure compatibility with the standards and specifications referenced in the repository.
The aim of the study is to assist the Commission in establishing this repository and to prepare the publication of references therein, in particular by identifying existing harmonised standards and open interoperability specifications that meet the requirements laid down in the Data Act.
We hope you will be able to assist us in this task. We look forward to hearing from you about your willingness to distribute information about the study to relevant colleagues and assist with the survey and workshop.
In the meantime, you would be welcome to contact us if you have any queries.
Kind regards,
Annette Hillebrand
