[ICT-13] Proposal DATAWORLD rejected

Dear all,

   Unfortunately, our DATAWORLD proposal got rejected despite it passed 
the threshold.

   Please find attached the corresponding rejection letter and ESR 
(Evaluation Summary Report).

   Reading it carefully, you will find that the proposal was well scored 
in terms of concept and many aspect of the approach.  Our weak points:

  * Lack of partner expert in data and privacy matters
      o Despite we identified the need to bring a partner like this from
        the beginning, our attempts to engage one were not fruitful.
      o As a consequence we have lacked of a good development of certain
        pieces in the proposal as highlighted in the ESR:
          + Explanation about explanation how data privacy compliance
            would be applied in the proposal - here it seems clear that
            standard text from other proposals about how data would be
            managed was not enough and we should have carried specific work
          + Explanation about how the solution would increase citizens'
            trust beyond the technical solution - lesson learned is that
            we should have tried to engage some partner specialized in
  * Description of how selected use cases would contribute and help to
    articulate impact (economic and social) - yes, we may have
    elaborated a bit more that rather than just focus on the general
    description about how we expected to achieve impact
  * Some details here and there we didn't have time to cover at perfection:
      o Not very good description of the relationship between WPs
      o Too brief description of milestones
      o More specific risk management

   Other than that, there are quite nice evaluation of other aspects.  I 
feel like if we had been able to onboard a proper partner that were 
expert on data and privacy matters (non-technical parts) and had time to 
cover those parts we didn't have time to review and polish (because had 
to deal with last-minute withdrawal of Volkswagen and devote effort to 
re-structuring of the consortia), we may have succeed.

   Let's see if the good stuff of the proposal can be re-used in another 
call.
