If I understood Juanjo well, the idea is that we may decide not to wait 
for those who do not provide their inputs. These could be incorporated 
later when they respond.


Of course, the availability of this info will be one of the key signs of 
actual commitment in the report that we will provide to the EC with the 
status of the nodes. The actual/genuine commitment of the commercial 
nodes is something we need to assess with the EC before considering any 
payments, advanced or not. The good news is that now that (at last!) the 
2nd amendment seems to be about to be submitted. This will happen once 
we resolve a problem of one of the partners that got assigned a wrong 
cost model by the EC.
