[fiware-itrust-proposal] First draft of WP1-3

Hi,

   I have uploaded a first draft of the WP which we agreed to generage 
merging WP1 and WP3.

   You can download it using the following link

   Note that we should update the excel with budget and GANTT to keep 
things aligned.

   @Xabi: I have used the template I found you have provided despite it 
would be in Word.  At some point we shall try to move it into Google 
docs.  We can discuss when during our call.
