[Fiware-lab-federation-nodes] integration of the monitoring system - testing environment

Hi silvio,

monitoringAPI on the testing env is already exposing data about SpainTenerife, no need of other adjustments on my side,at least for now. Monitored data can be seen using this endpoint http://130.206.84.4:11030/monitoring/regions/SpainTenerife and this API reference http://docs.federationmonitoring.apiary.io

Testing infographic GUI (http://test.infographic.lab.fiware.eu/node/SpainTenerife) is not able to visualise correct data and Katarzyna is already checking the reason but using the API is possibile to see if monitored data is correct or not.
