The only solutions I can think of are:
1# tar.gz (or similars) of the whole volume content (help from the user would be really appreciated, or at least their consent)
2# Create an identical volume in the destiny node and block by block copying one volume onto the other.

If it worked with Glance, my question would be how are glance static objects turn into cinder volumes (something dynamic and reliable you can mount in your instances)?

There is an option in cinder where a volume could be created out of glance images. When the image is uploaded on the node just mind to keep it private to the user tenant and the user will be able to create a new volume out of it and attach to an instance.

Afaik you can snapshot a volume to a raw image, after that the image will be available in glance catalog and you can download and transfer it to another node.

We need this info for our migrations since one user has a couple of volumes.
