[Fiware-lab-federation-nodes] monasca_user role required for ceilometer service users

Does this have to be done for all nodes?

If so, wouldn't it be better if we/you asked Álvaro to do it
proactively for the ceilometer-* service users in all regions?

That could save effort and frustration (finding out what goes wrong)
and time.
