[Fiware-lab-federation-nodes] New monitoring system documentation

Hi Silvio,

Taking the opportunity from your last emails I would like to say that 
following the instructions of this document on a newly established 
Controller (from fuel 7.0), does not work.

My opinion is that what is missing is that we don't know which 
environment we have to prepare before we follow these instructions.

I believe that we have to be very careful on what we install in 
environments like this, especially when we have to do with different 
versions of python.

Please see bellow my experience from my first try to establish the new 
monitoring system.

I am trying to install the FIWARE Lab monitoring system using the 
guidelines from: 
https://github.com/SmartInfrastructures/ceilometer-plugin-fiware
Everything went OK until I used the 'monasca-setup'. This produced 2 errors.
The first is an error configuring the RabbitMQ check plugin.
The second seems to be the reason that cannot start the monasca-agent 
(there is a ContextualVersionConflict pbr 0.10.0 and the requirement is 
pbr>=0.11)
For this installation I had also to install the following:
- apt-get install python-pip
- pip install --upgrade setuptools
- pip install --upgrade pip
- apt-get install git
- apt-get install python-dev
