[Fiware-lab-federation-nodes] For new node teams: Upgrading yourself so that you can upgrade users

As promised during yesterday's node mgt call, this is the ticket where
our privileges were upgraded so that we can upgrade users to "Community"
status ourselves:

The description is somewhat confused, but it tells you how to detect
whether you have the required privileges - when you see a "User
Accounts" link in the left-hand menu after logging in to lab.fiware.org
(https://account.lab.fiware.org/idm/) using your admin account.

Once we reported that this link was missing for us, we quickly had our
account modified to fix this, in this case by/via Fernando (thanks!).
