[Fiware-lab-federation-nodes] Downtimes in Spain2

Hi,

We need to Schedule some downtimes for the week of April 17th to April 
21st because of some hardware upgrades which can't be delayed at all.

- There will be a complete loss of networking service which will last 
for 2 hours probably on April 18th

- There will be connectivity problems with the compute nodes (not all at 
the same time) but this can affect simultaneously to 200 - 300 instances 
at the same time. I can't stimate the time yet, but it could be from 4/6 
hours.
