Please note that "NoValidHost" also applies if the selected flavor is too small for the image (image size larger than the memory and disk ootprint of the flavor selected).
This error can be seen in the nova-compute.log at the compute hosts but is not communicated to the nova-api on the controller, Maybe an OpenStack issue?
