Description
IP quota are shared between all regions. If a new IP from a VM in a
specific region is needed and the IP quota is exceeded, the user must
navigate through the others regions to find an IP that can be released.

How to replicate: Allocate an IP and associate it to an instance. Switch
region and try find the associated IP.
