first of all I would suggest to get general information/help about the FIWARE platform on:
- The FIWARE Academy e-learning portal: http://edu.fiware.org
- Video tutorials: http://help.lab.fi-ware.org

- The catalogue of Generic Enablers (GEs): http://catalogue.fi-ware.org/enablers

About your question, you can select the other regions from the drop-down list (where you probably see Spain).
Please, remember to be patient because the other regions are actually under configuration and testing.

I’m sorry for the inconvenience.
The Spain region is out of resources, as specified on the “Important Info” screen message.
In the meantime you can try to use the other available regions.
