Dear,

I suggest you to use Spain2 region to allocate a public floating IP, I’ve just tried and ti worked. Steps are:

1) Click on Security menu
2) Click on Allocate IP to Project

Depending on your needs you can associate it to the instance (remember to create proper security group) or create your internal network: http://stackoverflow.com/questions/27543127/deploy-vm-in-fiware-lab-nodes-with-neutron/27543408#27543408
